I just purchased EDIUS BROADCAST upgrade from EDIUS PRO 4. I just got an USB dongle ... any more. I know that dongle adds to my existing EDIUS PRO 4 broadcast feature ( more codecs). But, if I start EDIUS PRO 4 with new USB dongle, I get an error telling that software is expired. With old dongle, the program start, but like PRO, not Broadcast. If I change an dongle for the another one, Broacast features works.
I have found that EDIUS BROADCAST start an work if BOTH USB DONGLES are inserted.
¿ Is this the right way ?

Yes, because the EDIUS Broadcast upgrade dongle only contains licenses for the additional formats that are part of EDIUS Broadcast - the EDIUS Pro dongle is still required for the core application to run.

It really depends on how the licenses "live" on the dongle(s).
The "EDIUS Broadcast" configuration can therefore exist two general ways:

Single EDIUS dongle - contains EDIUS Pro 4 license, P2, VariCam and XDCAM licenses (v4.1 and onward also include GXF Export license)
Two EDIUS dongles - one with EDIUS Pro 4 license, the other with P2, VariCam and XDCAM licenses (v4.1 and onward also include GXF Export license)
