Will PC3 use Grid Encoding for this?

Hi.

With an input in PAL SD (from timeline or from file) and output settings of NTSC CBR 6500 and AC3 192kbs, will PC3 be able to use the grid encoding feature?

Yes, that should work, although the 192kbps audio bitrate is only accessible if you pick 2.0 Stereo AC3 in the target. 5.1 AC3 only offers 384 or 448.
