PC3 single pass

[antonsvideo]

1. mark in and out on timeline

2. choose export to file, PC3

3. choose Windows Media Target

4. change from default 2 pass to CBR and single pass

5. click start and note that it exports in dual pass instead of single pass

I know the cause and the fix, if anyone can confirm the above, I can post this to the correct reporting section
